Minutes of the Parish Council Meeting and Annual General Meeting held in The Rising Sun

on 8th May 2017

DECLARATIONS OF INTEREST

No changes to declarations were made.

 

NOMINATIONS & ELECTION OF OFFICERS

Chairman: Mike Coleman nominated by Cllr Church, seconded by Cllr Leaper, all agreed

Vice Chairman: Chris Leaper nominated by Cllr Jeffrie, seconded by Cllr Church, all agreed

Chairman Finance Committee: Cllr. Church nominated by Cllr Coleman, seconded by Cllr Jeffrie, all agreed

 

Cllr Kirkcaldie has regretfully resigned for family reasons.  DDC have initiated the process to fill the vacancy.

 

DISTRICT COUNCILLORS REPORT:  The District Councillors had sent their apologies.

 

MINUTES OF THE LAST MEETING

The minutes of the last meeting had been circulated to Councillors and were agreed and signed by the Chairman.

MATTERS ARISING:

 

VARIOUS POTHOLES: There were still potholes near to the Church and at the end of Church Lane.

 

 

VILLAGE IMPROVEMENTS

 

DEFIBRILLATORS:  Budget provision has been made. The provision of an unmetered power supply to the bus shelter was being explored. ONGOING Chairman/Clerk

 

TELEPHONE KIOSK AT WEST STOURMOUTH – The Council now owns the kiosk and the equipment has been recovered.  It will require some repairs and refurbishment and Bill Bligh has agreed to assess it.   The Clerk is in possession of a paint kit. ONGOING

 

AREA AROUND THE NOTICEBOARD:  Thanks to Carol Leaper who has put some plants in the planters. Some more planting is planned. ONGOING

 

SPEED LIMITS: Enquiry to KCC about reducing the speed limit in School Lane and Church Lane.  Awaiting a response. – ONGOING

 

FUTURE PLANNED IMPROVEMENTS:

Fingerposts

Disabled friendly footpath across the list– it was suggested that Simon Mount be approached with reference to the concrete sleeper and the possibility of providing posts.

public area– Mick Bowers has offered to provide a simple wooden bench.

 

 

FOOTPATHS:

Fault Number: PROW301222: A further blocked footpath. ONGOING

Footpath PROW289975: EE131 broken posts.  ONGOING

West Stourmouth Broken Sign Post: This will again be reported to KCC.  ONGOING.

 

CORRESPONDENCE                            

Various items of correspondence had been circulated to Councillors before the meeting.

 

FINANCE

The following cheques have been paid since the last meeting needing Authorisation:

  • Broadband £90.00 proposed Cllr Jeffrie, seconded Cllr Leaper. Agreed.

 

Further cheques needing Authorisation before the end of the financial year:

 

  • Stripy Lawns £43.00 proposed Cllr Church, seconded CllrJeffrie. Agreed.
  • KALC £154.82 proposed Cllr Coleman, seconded Cllr Leaper. Agreed.

The employer’s declaration on pensions has now been completed.

 

MINUTE MAY17/01 The 2016/2017 accounts had been circulated for discussion and approval.  These were approved by the Council. Proposed Cllr Leaper, seconded Cllr Jeffrie.  Agreed.

 

 

PLANNING:

No planning applications seen.

 

PUBLIC DISCUSSION:

DOG BINS- there is still a problem with the emptying of the bin at the top of School Lane.

A representation had been made suggesting the July meeting would be better held at the Rising Sun.  As this suggestion had come from attendees from West Stourmouth it was agreed.  Chris Leaper welcomed the change.
